What the Civil Code says

The board decides, after consulting the meeting

The Civil Code calls a special assessment a special contribution to the common expenses. The board of directors must consult the general meeting of co-owners before deciding on one (art. 1072.1 C.C.Q.).

It is split according to the shares

Each co-owner contributes in proportion to the relative value of their fraction. For major repairs to, and replacement of, a common portion for restricted use, the declaration may provide a different split (art. 1064 C.C.Q.).

An improvement is voted at the meeting

Work of alteration, enlargement or improvement, and how its cost is shared, is decided by three quarters of the votes of the co-owners present or represented (art. 1097 C.C.Q.).
